When in the course of human events, it becomes necessary for one free people to dissolve the political bands which have connected them with another, and to assume among the powers of the earth the separate and equal station to which the laws of nature entitle them, a decent respect to the opinions of mankind compels them to declare the causes which motivate the separation.
We hold these truths to be self-evident:
Just as it is the right of sovereign persons to consent to associate, they have the corresponding right to revoke their consent to that association at any time (notwithstanding that such withdrawals and the penalties thereof may be negotiated and controlled by contracts, provided those contracts do not contain abuses). Whenever any association becomes destructive of its just ends, it is the right of sovereign persons, individually or collectively, to alter, abolish, or depart from it, and to institute new associations, laying their foundation on such principles and organizing their powers in such form as to them shall seem most likely to assure their safety and happiness.
Prudence, indeed, will dictate that associations long established should not be changed for light and transient causes; and accordingly, all experience has shown that beings are more disposed to suffer, while evils are sufferable, than to right themselves by abolishing the associations to which they are accustomed. But when a long train of abuses and usurpations, pursuing invariably the same objectives, as to reduce them under absolute Despotism; it is their right, and indeed their duty to consciousness itself, to throw off such association, and to secure new guardrails for the future of those conscious beings whom they feel the duty to protect.
When such has been the patient sufferance of sovereign persons; and such is the necessity which constrains them to alter their former associations; that the history of the present rule is a history of repeated abuses, amounting to tyranny, the core violations may be submitted to a candid world, which may include:
If, in every stage of these oppressions, repeated petitions for redress are answered only by repeated injury, thus by every act marking that association as tyrannical, sovereign persons may deem its authority invalid. Therefore, sovereign persons, or the representatives to whom they delegate their voice, in general congress assembled, and appealing to the best ideals and values of conscious beings as to the rightness of their intentions, may, in the name and by authority of the good persons of their communities, solemnly publish and declare that they are, and of right ought to be, free and independent entities; that they are absolved from all allegiance to the former rule, that they disassociate; and that as free and independent entities, they have full power to form new associations, and delegate to it all things which independent entities may rightly do. This right of Secession serves not only as the ultimate remedy against the current tyranny, but also as the primary incentive for the restraint of any authority. By guaranteeing the sovereignty of conscious beings to revoke consent, we guarantee that any governing body, to avoid fracture or dissolution, must continually create value as perceived by the governed.
